We've got the same problem, and there's now an impressive rock pile in the backyard. I'm not sure why, but part of our yard/soil is rocky/sandy, and then part is the typical Utah clay soil. Our biggest gardening problem, though, is definitely the quail.
Because we're suckers for free food. Last Halloween, Chipotle ran a promotion offering a free burrito for anyone who came in dressed as a menu item. Notice the high-tech costumes. If you look closely, you can see our favorite style of burrito hand-written on the foil -- just like a real Chipotle burrito!

Funny, our biggest gardening problem is sheer laziness. Um, I meant we're too busy with the new baby. Yes. That's it.
Yikes...I now don't feel bad about the gravel-size rocks in my garden bed. At least the kids can pick those up. :o)
This reminds me of the song, "The Wise Man Built His House Upon the Rock". However, the song doesn't tell about how to garden on that rock.
